CITY OF WAUBUN
SPECIAL COUNCIL MEETING
TUESDAY, AUGUST 1, 2006
6:00 PM - WAUBUN COMMUNITY CENTER

The special meeting to review the findings of the Personnel Committee convened at 6 PM on Tuesday, August 1, 2006 at the Waubun Community Center.

The agenda item to be covered was the hiring of the Public Works and Maintenance person.

Roll was called: Jean Horack, present; Tom Bement, present; Milo Winter, present; Eugene Moore, present and Mayor Bill Eck, present. No members were absent.

Mayor Eck opened the meeting with a brief scenario of the interview session. Six persons were invited to interview for the one position available. Brett Brehm reported at his scheduled time, Ken Berger called to say that he had taken another position and Don Peterson called to request an interview on the weekend when he would be home. An interview was held with Don Peterson on Saturday, July 23, as per his request. The other three people did not show up nor did they call to cancel. One of these persons had the necessary licensure which we needed. None of the others had any experience or licenses. Mayor Eck reported that he tried to call each of those who did not show up but without success.

.Minnesota Pollution Control Agency had called Mayor Eck saying that it had been reported to them that Waubun did not have a licensed operator working the water and wastewater systems.

After much discussion it was determined that we make one more attempt at advertising for a licensed operator. Winter made a motion to advertise as discussed. Moore seconded it. The motion carried unanimously

Therefore, the Clerk was instructed to place an ad in the local area papers stating our requirements, again for the next two weeks. She was also instructed to notify the two persons who did interview that they will still be considered and will not have to interview again.

Because of this decision, it is necessary to contract with a licensed operator to train and work with Paul Ahles for the present time so that the necessary reports get submitted.
The Clerk reported that she had spoken with Mr. Chad Smith, a licensed operator, about contracting with the City to perform these duties. He agreed to help on a three month basis with up to two renewals for the sum of $40.00 per hour. He will prepare the reports and teach the operator what needs to be done for a minimum of two hours per week. Bement made a motion to contract with Chad Smith for three months with automatic renewal for another three months if necessary at the rate of $40 per hour. Horack seconded the motion and it carried unanimously.

Winter made a motion to adjourn. Moore seconded it. The meeting adjourned at 7PM.
