CITY OF WAUBUN
SPECIAL MEETING
APRIL 28, 2006 6 PM
WAUBUN COMMUNITY CENTER

The Special Meeting to the Waubun City Council was called to order at 6 PM by Acting Mayor Larry Swiers.

Members present were: Milo Winter, Larry Swiers, and Tom Bement
Members absent were: Jean Horack and Leonard Wells

A quorum was declared.

Others present were Germaine Riegert, City Clerk, Ron Hendrickson and Mayor elect William “Bill” Eck, Paul Ahles

The first item on the agenda was to accept the results of the April 18 special election. Elected to serve from today until December 31 was Bill Eck as Mayor and Tom Bement as Councilperson.

The Oath of Office was administered to Mr. Eck and Mr. Bement by Acting Mayor, Larry Swiers.

The gavel was turned over to Mayor Eck.

Roll was called: Eck, Winter, Bement, Swiers were present
Wells was absent.

Larry Swiers asked for the floor. He read his resignation as a City Council member to be effective when accepted. He made a motion to nominate Jean Horack to serve the remainder of his term until December 31. Bement seconded the motion and it carried unanimously. Mayor Eck will ask Ms. Horack to complete the year.

Mr. Swier’s resignation was accepted by voice vote and Mr. Swiers left the building after thanking everyone for the chance to serve the citizens of Waubun.

Reorganization was postponed until the next regular meeting by consensus.

Items that needed immediate attention tonight were: Other matters will be discussed at the regular May meeting.
• Replacement of water and sewer person because Dan Murray resigned as of 4-12.
• Lawn mowing until a new maintenance person can be hired
• Well pipe—Bill Gomall
• City Clean Up
Mayor Eck suggested that Paul Ahles be hired on a contractual basis to do the water and sewer reading and reports until a new public works person is hired. He noted that Mr. Ahles does have a Class C water license but does not have a wastewater license. He stated that he would deal with MPCA about this. Mr. Ahles said he would be willing to perform these services for a fee of $20 per hour for up to 20 hours per week.
Winter made a motion to grant this contract. Bement seconded it and it carried unanimously.

The Clerk said that she had learned that teens 16+ could be used to mow lawns and run grass whips with regular sized machines. Some town’s folk have volunteered to cut the park, etc., so far. Mayor Eck said he would be looking for someone to do this on a contractual basis, also.

Volunteers are needed to assist with City Clean Up on Thursday and Friday, May 4 & 5.
Signs will be posted asking anyone interested to contact one of the Council members for more details.

Winter reported that Lori Hanson had called him and asked if there were something that the City needed for youth to do this summer. She needs to know before May 6. It was agreed by consensus that he calls her and tells her “yes” but that specifics would not be decided until the next meeting.

The Clerk asked Mayor Eck to go to the Midwest Bank in the morning to sign signature cards and he said he would do so.

There is some old well pipe down by the shed. Bill Gomall wants to have some for clothes line poles. It was a consensus to let him have it if he removes it all.

Any other matters will be placed on the May agenda.

Motion by Bement to adjourn at 6:45 PM. Winter seconded it and it carried unanimously.
