CITY OF WAUBUN REGULAR MEETING MONDAY, FEBRUARY 12, 2007 6 PM WAUBUN COMMUNITY CENTER Mayor William D. Eck administered the oath of office to Eugene Moore at 6 PM. Members present were Mayor Eck, Eugene Moore, Jean Horack and Thomas Bement. Milo Winter was absent. The only staff member present was City Clerk Germaine Riegert. Mayor Eck opened the fact finding session at 6:05 PM. The Clerk was asked to call Brett Brehm and have him come to the meeting. Brett Brehm reported that he has been extremely busy with the water tower freeze up, the water main break and the problem on the pump of Well #1. He has not had time to document the whole issue but will do so as soon as possible. The tower has been thawed and is back on line. The main break was repaired but the pump is still not working. Lunde had dug it up and LTP serviced it but it still is not pumping water as it should. He was directed to contact two other well firms to get proposals for getting it repaired. He left to return to the water plant. He was instructed to tell the guys to go home and to call Lunde Blade and Gravel to come in on Tuesday to pull the valve. Mayor Eck expressed his belief that it is either the pit less adapter and/or the pump rotation is reversed. A general discussion of what it may cost followed. The Clerk was directed to prepare a proposed budget for the Water and Sewer Department for the March meeting. Clerk Germaine Riegert reported that she had contacted Chris Thorsen from Ulteig Engineers Inc. about the Wells property easement and the Lhotka development project. He is still working on the plans and will come to the March meeting with more plans and details. The business portion of the meeting was convened at 6:30 PM by Mayor Eck. Members present were: Mayor William D. Eck, Councilors Jean Horack, Thomas Bement, and Eugene Moore. Milo Winter was absent. Staff present: Germaine Riegert Guests and Delegations: None A motion was made by Bement and seconded by Horack to approve the agenda as mailed. There were no additions or deletions. Motion carried unanimously. A motion was made by Horack and seconded by Bement to approve the minutes of the Regular January meeting in entirety and to approve the Special Minutes of 2-05 with a clarification that Chad Smith is primarily responsible for oversight of Brett Brehm in the area of waste water area. The motion carried unanimously. Moore seconded it and the motion carried unanimously. Billings sent since the last meeting were the February water and sewer billings. The Clerk reported the following receipts since the last meeting: Comstock Ins. (Robert Haverkamp fire) $1,500 Pappy’s Café (license) $500 Mahnomen Co. Auditor (bal. of taxes) $2,370.76 W/S shared expenses $4,458.07 Doc’s Den (cigarette license) $12.00 Arvig (parking) $100.00 Hometown Foods (cigarette license) $12.00 OLD BUSINESS: Salaries for 2007: All of the evaluations were done and were satisfactory but there is not any money for raises at this time. A motion was made by Moore that no raises be given. Horack seconded it and it carried unanimously. Water & Sewer Problems: As discussed above, the cost of repairing the well necessitated that a realistic budget be prepared for 2007. The rates will stay the same for the present time but may have to be adjusted later in the year. Some of the other discussion centered on the need to get the water meters installed so water usage can be monitored and the units that use more water will then be charged accordingly. The matter was tabled until the March meeting by a motion from Moore, which was seconded by Bement. The motion carried unanimously. NIMS Training was completed by Moore, Horack and Winter. Eck, Bement and Riegert were unable to attend all classes and will need to complete the course via internet. Electric Quote from Morrison Electric for work to be done on the Bement Building was reviewed. Because of the current financial condition of the City, Bement made a motion to table action until June 2007. Moore seconded the motion and it carried unanimously. Happy Suds Laundry A letter from Allied Adjusters was shared with the Council. It was determined that the problem resulted from negligence by both parties involved. The owners were assessed at 40% and the City at 60% which resulted in claim that was paid by LMCIT in the amount of $3,742.68. Discussion of this matter resulted in the Council directing the Clerk to establish a work order to be issued by her office and given to the maintenance person. When the job is completed, the maintenance person will sign off and return a copy to the Clerk for a permanent file. Audit Clerk Riegert reported that she had spoken to Jon Meisinger who is a retired CPA living in Mahnomen about doing an audit for the City. He expressed interest and agreed to meet with her to review the annual report before the March meeting. NEW BUSINESS: The Water and Wastewater Workshop in Crookston was not attended by Mayor Eck or Clerk Riegert as there was too much to be done with the water system problems and a family funeral No other business was brought to the Council.
